Established in 2016 by Director Michael File, FPD Planning is a planning consultancy with extensive expertise in strategic planning, urban renewal, and major project assessment.

FPD Planning is an established planning consultancy with extensive planning experience across a range of projects, including the delivery of urban renewal outcomes on some of the largest sites in the Sydney metropolitan area.

FPD Planning offers in-depth experience on a range of planning processes from development applications, due diligence advice, planning approval and pathway advice, contributions and infrastructure planning, planning proposals and strategic planning.

This depth of experience ensures efficient, targeted and high-quality planning advice throughout the development assessment process, and the creation of functional strategic planning frameworks that are cognisant of place-based constraints, infrastructure requirements and design objectives for the area. This approach aims to ensure the successful delivery and implementation of planning outcomes from project inception through to finalisation.

Michael File

Director

Michael has more than 25 years private and government experience in both strategic planning, project development and development assessment.

He has been directly responsible for more than 40 major rezoning’s a large percentage of which had concurrent state significant development applications and planning agreements. Michael was a Director responsible for concurrent rezoning and DA processes for most of his time at the NSW Department of Planning. He has also previously spent time as the Manager for Planning and Building at a large regional council in Victoria.

Since establishing FPD more than 8 years ago, Michael has been responsible for multiple major rezoning’s, State Significant DAs and local development applications. These included managing the approvals process for projects such as Waterloo Metro Quarter mixed use development for Sydney Metro, client-side planning management of Waterloo Estate Social Housing Renewal, advice to multiple procurement processes for social and affordable housing redevelopments, multiple state significant development applications for government and private clients and numerous state and local planning proposals. Michael is an accredited Registered Environmental Assessment Practitioner (REAP) a statutory requirement for submission of SSD projects.

Michael has also served on the Canterbury Bankstown Local Planning Panel, the Bayside Planning Panel, the Camden Local Planning Panel, chaired the Sutherland Local Planning Panel and is a member of the Western Sydney Planning Panel, as well as being a current member of the strategic state planning panel in addition to being an expert member on several local planning panels, these panels are responsible for the determination of local development applications, advice on planning proposals and regional significant development applications and rezoning reviews.

Anna Johnston

Associate

Anna has more than 15 years experience in planning within State government and the private sector in NSW. Anna joined FPD Planning in 2018 and has worked on major precinct plans, rezonings, and development applications.

She has advised on the preparation of precinct plans including the Cherrybrook Station Precinct Place Strategy for Department of Planning, Housing and Infrastructure and the Bradfield City Master Plan for the Bradfield Development Corporation. She has also been responsible for preparation of planning proposals and development applications, including State Significant Development Applications, across a range of different projects for private developers and Government clients such as Landcom, Homes NSW and Sydney Metro.

Previously at Department of Planning, Housing and Infrastructure she was engaged in the assessment of major development proposals and rezonings. She has been responsible for the concurrent rezoning and development assessment of major projects including the Edmondson Park Town Centre precinct and State led rezoning of major urban infill sites including the Carter Street Precinct and Wentworth Point Precinct, including preparation of accompanying development control plans and negotiation of planning agreements.

Anna also worked for several years in the DPE regional team, the major conduit for Council led planning proposals.

Katrina Burley

Associate

Katrina has over 16 years professional planning experience, working across Local and State government, and the private sector in NSW. Katrina has an excellent understanding of strategic and statutory planning processes in NSW.

Katrina has extensive experience in precinct planning and large-scale urban renewal projects. She has previously worked on the State-Led Rezoning of the Rhodes precinct, Riverwood Estate and Frenchs Forest Town Centre and is assisting Property NSW with planning advice for the State-led rezonings for Parramatta North and Coffs Harbour Jetty Foreshore Precinct.

Katrina has expertise in both the assessment and preparation of Planning Proposals across a range of projects including affordable housing, mixed use and residential, seniors and employment projects throughout Greater Sydney and regional NSW. She is experienced in the preparation and assessment of development applications (DA’s), including planning pathways and pre-DA advice, preparing and assessing local DA’s, including independent assessments on behalf of local councils, and the preparation of State Significant Development (SSD) applications, including affordable housing SSD applications for Homes NSW.

She also has experience preparing contributions and infrastructure strategy advice, providing contributions advice to Property NSW, Landcom and Bradfield Development Authority, and has assisted the Western Sydney Planning Partnership with affordable housing policy advice and the preparation of a draft Regional Affordable Housing Contributions Plan for Western Sydney.

Paris Wojcik

Associate

Paris is an urban planner with 9 years professional experience in strategic and statutory planning, and project management. With experience working across state and local government and the private sector, Paris has a detailed knowledge of planning processes in NSW.

Paris has experience in the preparation, assessment and management of planning proposals for a range of residential and mixed-use including seniors living and affordable housing projects. She is also experienced in preparing and assessing local development applications and state significant FPD Planning development (SSD) applications, preparation of Review of Environmental Factors (REFs) assessments, due diligence planning and planning pathway advice and providing input to various strategic planning projects including master planning, urban design studies, local environmental plans and development control plans.

Some of Paris’ key projects to date include Riverwood Estate State Significant Precinct, Mosman High School State Significant Development Application (SSDA), Penrith City Centre Review, Frenchs Forest DCP, Kellicar Lane, Macarthur Planning Proposal, Southwest Moree and Moree Town Centre Master Plan.

Most recently, Paris has played a key role in preparing three State Significant Development Applications (SSDAs) for social and affordable housing projects on behalf of Homes NSW.
